SPECIAL MEETING

Tuesday, December 19, 2006

9:00 A.M.

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in special session. Only those items that indicate a specific time will be heard at the assigned time. All other items may be taken out of sequence to accommodate the public and staff availability.

Present: Leslie McNamer, Martha McClure, Chuck Blackburn, Sarah Sampels and David Finigan

Absent: None

AGENDA ITEMS

1. CLOSED SESSION 8:15 A.M.

2. Report of any action from Closed Session.

Action: County Counsel reported that in Closed Session the Board took action to approve a settlement agreement in the case of County of Del Norte v Richard Reed, CVUJ 00-1155. The Chair was authorized to execute the agreement on a 5-0 vote.

3. COMMENT PERIOD: Members of the public may address the Board on matters which are within the jurisdiction of the Board. If you are addressing the Board regarding a matter listed on the agenda, you may be asked to hold your comments until the Board takes up that matter. Please limit your comments to three minutes or less.

Action: No public comment was heard.

4. Approve and adopt the following as requested by the County Administrative Officer:

1) Agreements with the Del Norte County Employees Association and the Sheriff’s Employees Associations ratifying the Health Insurance Plan Design Modifications effective January 1, 2007, the five percent (5%) Cost of Living Adjustment, and begin a five percent (5%) biweekly payroll deduction effective December 29, 2006

2) A Resolution, entitled A RESOLUTION OF THE DEL NORTE COUNTY BOARD OF SUPERVISORS ESTABLISHING BENEFITS FOR ELECTED OFFICIALS;

3) A Resolution entitled, A RESOLUTION OF THE DEL NORTE COUNTY BOARD OF SUPERVISORS ESTABLISHING BENEFITS FOR APPOINTED DEPARTMENT HEADS.

DNCO Resolution 2006-097 and DNCO Resolution 2006-098

Resolution 2006-217 was amended with the following "after completing two full terms or 10 (ten) years of county service".

5. Waive full reading, read by title only and introduce an Ordinance of the Del Norte County Board of Supervisors Amending Chapter 2.04, Section 2.04.030 of the Del Norte County Code Establishing Compensation Scale for the Del Norte County Board of Supervisors.**

7. Adopt the attached Amended Plan for Provision of Services within the territory currently within the boundaries of the Pacific Shores Subdivision California Water District and Direct staff to forward the amended plan to Del Norte County LAFCO as requested by the County Counsel.**

8. Approve the agreement between the County and Michael Mazzei for continuity of services in juvenile dependency cases and other matters as requested by County Counsel.**
