"Street" means a public or private thoroughfare which affords the principal means of access to abutting property, including avenue, place, way, drive, lane, boulevard, highway, road and any other thoroughfare except an alley as defined in Section 20.04.040. (Ord. 67-10 § 2.0100(76), 1967.)
